As part of the NIA, DOE will evaluate the impact on consumers of each product class, including lifecycle cost savings and simple payback periods ("PBP"). DOE will employ its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate industry net present value ("NPV").
DOE will also evaluate the impacts on manufacturers, and will use an industry-specific cash flow model modified to fit this particular product to calculate manufacturing NPV. Finally, DOE will consider the potential impact on small business manufacturers and other subgroups of manufacturers to determine if they could be disproportionately affected by these proposals.
In addition, DOE will consider whether the test procedures for microwave ovens must be revised to include active mode energy use as well as an active mode energy use measure. At present, the tests only include standby mode power consumption.
